I turned off the input power and attached terminal r 24 vac power to thermostat and the fuse blew.

When you have the door off of the furnace and can see the control board take a look right next to where the c g r w y and twin terminal are and you should see a small car type plug in fuse.
If the fuse blows when you have no low voltage wires hooked to the furnace then you have an internal problem like a bad limit gas valve connection or control board.
